Utility Billing

Utility Billing is a Division of the Finance Department, and manages approximately 3,600 active billing accounts for the following services:

Water
Sewer
Storm Water
Parks
Street Maintenance

Sign up for New Water/Sewer Service: Customers who need to sign up for utility services need to complete an application for services, pay a $15 processing fee and a $100 deposit. The deposit may be waived for customers who have established good credit history with the City on previous accounts.

Pay your Water/Sewer bill: In person during our in person operating hours of Monday-Thursday 9:00 am to 5:00 pm and Friday 9:00 am to 1:00 pm, drop box located in the City of Silverton parking lot, mail to 306 S Water St and online using Xpress Bill Pay.

Directions On How To Turn Off/On customer valve:

To protect from flooding and to save on your water bill, most meters in Silverton have a customer shut-off valve on your side of the meter. If your meter does not please contact Public Works Maintenance at 503-873-6359.

Sewer Averaging

Like many other cities Silverton does not meter the wastewater you discharge, and instead uses a sewer averaging period. The assumption for wastewater use is that during the winter months of November through April water usage is primarily inside your residence and which is treated at the Wastewater Treatment Plant.

Utility Assistance Program (UAP)

In April 2019, the City of Silverton and Silverton Area Community Aid (SACA) revamped their Utility Assistance Program agreement. The City recognizes that emergencies arise that may require financial assistance towards City utilities. Therefore, the City has given SACA $5,000 to assists City of Silverton utility customers. The program will be administered by SACA. A few of the requirements to qualify for the funding are as follows:

Online Bill Pay Information Online Bill Pay is Now Available

The City of Silverton has partnered with Xpress Bill Pay, to allow an easy and flexible option for you to pay your bill. When you sign up for Online Bill Pay, you create a password to access your personal account. All your account information is maintained on a secure server. Every month Xpress Bill Pay will send you a reminder e-mail to let you know when your bill is ready online.

How is the sewer portion of my bill calculated?

Your residential sewer average includes a base charge and usage charge. The usage charge is based off an average of your water usage between the six (6) winter months of November to April. Your May utility bill will reflect your new sewer average each year. If you have not gone through our averaging period you will be billed based on monthly water usage up to a maximum amount stated on our rate sheet until you have gone through the averaging period. You have the option to "opt-out" of the averaging method and have the usage charge be based on actual usage. To do this you must fill out the Opt-Out Form and submit it to the Finance Department by April 30th. If you want to Opt back in to the averaging method you must complete the same form and submit it no later than April 30th. You will stay on the averaging method until you request a change.

How often are we billed?

Services are billed monthly; they include water, sewer and improvement services. Bills are mailed the last business day of the month and due the 16th.

I am new to Silverton and need to sign up for services. How can I do that?

You will need to fill out an application to start services. You can fill out the online application here or in person in the finance office located at City Hall, 306 S Water Street in Silverton.

What do I need to pay to set up a utility account?

There is a deposit required of $100 and a processing fee of $15 for a total of $115. You can fill out the application and pay the deposit online.

What if I don't pay by the 16th?

If payments are not received by the 16th of the month, a $10.00 late fee will be applied to your account. If the account remains unpaid by the end of the month a 1.5% delinquent charge on the remaining balance will be applied and it could subject your services to be interrupted and additional charges added to your account if not paid by our disconnect date. All fees are set by Council Resolution.
