Responsibilities of the department include:
- Recruitment and selection of employees
- Employee benefit program design and administration
- Creation and maintenance of employee records
- Policy development, interpretation, and administration
- Design and administration of classification and compensation plan
- Labor negotiations
- Interpretation and enforcement of collective bargaining agreements
- Workers' compensation and risk management
- Compliance with state and federal employment laws
- Training and development
- Serves as City's Risk Manager
